This site is fully and carefully compliant with XHTML 1.0 et CSS2 standards. It uses fixed positionning that allows navigation bar to remains on same place.
Unfortunately, Internet Explorer users cannot benefit from this functionality, as this browser doesn't respect the standard.
It it also to mention that various style sheets are available but Internet Explorer doesn't allow selecting any of these.

I warmly encourage you to support Open Source software.
You could replace Internet Explorer advantageously by mozilla which is an Open source browser.
